The Demise of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: positive announcements are released from multiple capitals. Considerable effort is expended on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Soon after, a heavy machine gun engaged a drone in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are clearly incapable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, persist.

Strategic Calculations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to surrender the land that it presently holds in Ukraine's south or east.

The issue is that while accepting these circumstances, Washington does minimal to discourage Russia, through diplomacy or military means, from believing that the current condition will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but preventing a entire defensive failure until conditions improve in its favour.

Current Realities

Realistically, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
